NHS England have produced a guide to leading large scale change to help all those involved in seeking to achieve transformational change in complex health and care environments. It is relevant to all those involved in transformational change programmes such as Sustainability and Transformation Partnerships (STPs) and the development of new care models, and has relevance across public services.

London South Bank University, June 2017
This report reviews the existing 44 STP plans for the NHS and argues that in order to delivered a better future for the NHS the plans would need to be given the legislative powers and support necessary to achieve effective collaboration, plus some much-needed clarification on their role. The report also recommends that STP leaders need to plan ahead based on the reality of their current situation, identify changes that are evidence-based, develop workforce plans that match their ambitions, and focus on reducing demand before removing resources from the acute sector. At present some elements of these recommendations are missing in all of the 44 published STPs.
