Refreshing NHS plans for 2018/19

Guidance, published jointly by NHS England and NHS Improvement, sets out the plans for the NHS in light of the November 2017 budget announcements. It outlines how the additional funding will impact on emergency and urgent care, elective surgery and other core frontline services such as mental health and primary care.  It also establishes expectations from STPs. It is accompanied by revised CCG allocations for the financial year 2018/19.

Sustainability and transformation in the NHS: Department of Health and Social Care

Report from the National Audit Office that finds that the NHS has received extra funding, but this has mostly been used to cope with current pressures and has not provided the stable platform intended from which to transform services. Despite its overall financial position improving, the NHS is struggling to manage increased activity and demand within its budget and has not met NHS access targets. Furthermore, measures it took to rebalance its finances have restricted money available for longer-term transformation, which is essential for the NHS to meet demand, drive efficiencies and improve the service. Repeated short-term funding-boosts could turn into the new normal, when the public purse may be better served by a long-term funding settlement that provides a stable platform for sustained improvements.

Sustainability and transformation plans and partnerships

A key role of these partnerships was the creation of local blueprints for delivering the 5YFV, known as sustainability and transformation plans (STPs). This briefing therefore explores how these plans were developed, as well as research and debate surrounding the content and implementation of these plans.

It is relevant to all those involved in transformational change programmes such as Sustainability and Transformation Partnerships (STPs) and the development of new care models, and has relevance across public services.

Sustainability and transformation plans: how serious are the proposals? A critical review

London South Bank University, June 2017

This report reviews the existing 44 STP plans for the NHS and argues that in order to delivered a better future for the NHS the plans would need to be given the legislative powers and support necessary to achieve effective collaboration, plus some much-needed clarification on their role.  The report also recommends that STP leaders need to plan ahead based on the reality of their current situation, identify changes that are evidence-based, develop workforce plans that match their ambitions, and focus on reducing demand before removing resources from the acute sector.  At present some elements of these recommendations are missing in all of the 44 published STPs.
